Scheme of (co)financing according to the lead agency principle (Lead Agency)

Through a Lead Agency Agreement, two or more agencies from different countries/regions allow researchers to apply for a joint research project with one of the agencies (the Lead Agency), which is responsible for carrying out the evaluation process of the joint research project proposal.

 

In Slovenia cooperation according to the Lead Agency principle is possible in both ways, namely:

  • ARIS acts as Lead Agency and

  • ARIS acts as Partner Agency.

 

ARIS is one of the twelve European agencies that signed the MLA agreement in 2020. In addition to ARIS, the MLA agreement was signed by: DFG (Germany), FNR (Luxembourg), FNRS (Belgium), FORMAS (Sweden), FWF (Austria), FWO (Belgium), GA ČR (Czech Republic), HRZZ (Croatia), NCN (Poland), RCN (Norway) and SNSF (Switzerland).

Direct cooperation is currently possible with the following seven agencies: Austria (FWF), Belgium / Flanders (FWO), Czech Republic (GA ČR), Croatia (HRZZ), Luxembourg (FNR), Poland (NCN) and Switzerland (SNSF).

Cooperation with four agencies DFG (Germany), FNRS (Belgium), FORMAS (Sweden) and RCN (Norway) has not yet been established. Within the five-year transition period defined in the agreement on MLA, cooperation within the framework of this instrument is expected to be established with all signatories to the agreement. Coordination with the German agency DFG is underway and the envisaged cooperation will be established at the next public call, when the DFG will act as the lead agency. Coordination with the agencies FNRS, FORMAS and RCN is also underway in order to establish the envisaged cooperation within the framework of the public call when ARIS will be acting as the lead agency (public call, which will be announced in the autumn of 2024).

I. ARIS AS LEAD AGENCY

The applicant may apply for a research project in cooperation with a Partner Agency under the regular annual ARIS national call for (co)funding of research projects. The applicant must submit a joint research project proposal to the ARIS under the conditions defined by the ARIS in the call for proposals. The co-applicant must normally submit a copy of the joint proposal to the Partner Agency within one week of the submission of the joint proposal to the Lead Agency. If a copy of the joint proposal is not submitted to the Partner Agency, such proposal will not be considered for further evaluation. The partner institution may also request the submission of a parallel application under their conditions, if necessary.

The ARIS, in its role as Lead Agency, shall carry out the evaluation procedure of the joint projects proposals, inform the Partner Agencies of the results of the evaluation and propose to the Partner Agencies the (co)funding of their part of the joint research project which has exceeded the agreed threshold for (co)funding in the evaluation procedure. The Partner Agencies or their decision-making bodies, without any further evaluation on their part, shall normally acknowledge the results of the ARIS evaluation and shall normally accept for (co)funding their part of the positively evaluated joint research project. The Slovenian part of the approved joint research project is (co)funded by the ARIS, while the Partner Agencies each (co)fund their own part of the joint research project. The decision to (co)fund a joint research project must be taken by all participating agencies in order for the (co)funding to be implemented.
