Rules on the Research titles (part)
 

Article 3

(titles)

These Rules specify the following research titles:

  1. research titles:
  • Research Assistant (01),
  • Research Assistant with Master's Degree (02),
  • Research Assistant with Doctorate (03),
  • Research Associate (04),
  • Senior Research Associate (05),
  • Research Councillor (06).
  1. professional research titles:
  • Professional Assistant (11),
  • Senior Professional Assistant (12),
  • Senior Professional Research Assistant (13),
  • Professional Research Associate (14),
  • Senior Professional Research Associate (15),
  • Professional Research Councillor (16).
  1. development titles:
  • Developer (21),
  • Senior Developer (22),
  • Independent Developer (23),
  • Development Associate (24),
  • Senior Development Associate (25),
  • Development Councillor (26).

The code list and comparator of research titles is Annex 1 to these Rules.

A research title is awarded to researchers involved mainly in basic research and who also meet the conditions for a research title.

A professional research title is awarded to researchers involved in basic research who also manage or implement applied projects and meet the conditions for a professional research title.

A development title is awarded to researchers who mainly manage or implement development projects and meet the conditions for a development title.

Article 4

(categories of researchers)

Researchers are classified into the following research, professional research and development titles:

Junior researchers:

  • Research Assistant,
  • Professional Assistant, Developer;
  • Research Assistant with Master's Degree, Senior Professional Assistant, Senior Developer, Research Assistant with Doctorate, Senior Professional Research Assistant, Independent Developer.

Senior researchers:

  • Research Associate, Professional Research Associate, Development Associate;
  • Senior Research Associate, Senior Professional Research Associate, Senior Development Associate;
  • Research Councillor, Professional Research Councillor, Development Councillor.

 

III. CONDITIONS, INDICATORS AND CRITERIA FOR ELECTION OF RESEARCHERS TO RESEARCH TITLES

1. Conditions for election of researchers to research titles

Article 5

(terms and conditions)

The conditions are determined by qualitative and quantitative performance indicators.

In order to be elected to a research title, the qualitative performance indicators and the quantitative scientific performance indicators of the researcher determined by these Rules must be met.


1.1. Qualitative performance indicators of the researcher

Article 6

(qualitative performance indicators)

To be elected to a research title, a candidate must meet the following minimum qualitative performance indicators:

  1. Research Assistant
  • education acquired according to the second-level study programme or education that corresponds to the level of education acquired according to second-level study programmes and is classified as level 8 in accordance with the Slovenian Qualifications Framework Act,
  • potential for research work.
  1. Research Assistant with Master's Degree
  • Master of Science which is classified as level 9 in accordance with the Slovenian Qualifications Framework Act,
  • successful research work that indicates the candidate's ability for independent research work.
  1. Research Assistant with Doctorate
  • education acquired according to the third-level study programme or education that corresponds to the level of education acquired according to the third-level study programmes and is classified as level 10 in accordance with the Slovenian Qualifications Framework Act,
  • published works in the activity field (published documented scientific research papers, active participation in international professional meetings),
  • successful research work that indicates the candidate's ability for independent project management.
  1. Research Associate
  • education acquired according to the third-level study programme or education that corresponds to the level of education acquired according to the third-level study programmes and is classified as level 10 in accordance with the Slovenian Qualifications Framework Act,
  • published and documented scientific research works that reveal quality, independent and continuous research activity,
  • recognition in domestic and international professional public,
  • (deleted),
  • independent management of research issues.
  1. Senior Research Associate
  • education acquired according to the third-level study programme or education that corresponds to the level of education acquired according to the third-level study programmes and is classified as level 10 in accordance with the Slovenian Qualifications Framework Act,
  • published and documented scientific research works that reveal quality, independent and continuous research activity,
  • demonstrated international recognition (citations),
  • (deleted),
  • demonstrated organisational skills in conducting research work,
  • mentoring: successfully completed management of doctoral theses (mentoring young researchers or other doctoral students),
  • at least one month of continuous documented research work at relevant foreign universities or scientific institutions or participation in international relations after successful completion of doctoral studies.
  1. Research Councillor
  • education acquired according to the third-level study programme or education that corresponds to the level of education acquired according to the third-level study programmes and is classified as level 10 in accordance with the Slovenian Qualifications Framework Act,
  • high quality published and documented scientific research works,
  • demonstrated recognition of works in the international and domestic professional public which is reflected in the citation of works and achieved through international co-operation, invited contributions at international scientific meetings, membership in international editorial boards,
  • (deleted),
  • managing research activities: domestic and international projects, junior associates and research groups,
  • mentoring: successfully completed management of doctoral theses (mentoring young researchers or other doctoral students),
  • at least three months of continuous documented research work at relevant foreign universities or scientific institutions or participation in international relations after successful completion of doctoral studies.

Article 7

(pedagogic and research titles)

Titles obtained by researchers on the basis of the conditions and criteria for obtaining titles at the university are equivalent to the titles valid in the research activity and are translated as follows:

  • Professor, Senior Research Fellow = Research Councillor
  • Associate Professor, Senior Research Associate = Senior Research Associate
  • Assistant Professor, Research Associate = Research Associate
  • Teaching Assistant, Instructor, Senior Instructor / Lecturer = Research Assistant.


1.2. Quantitative scientific performance indicators of a researcher

Article 8

(quantitative performance indicators)

To be elected to a research title, a candidate must meet the following minimum quantitative scientific performance indicators (prerequisites):

  1. Research Associate:
  1. number of relevant credits (for relevant scientific discipline) >150 or A'>50 or A">25: the time interval taken into account is the whole period of the research activity, or
  2. number of relevant credits (for relevant scientific discipline) >100 or A'>25 or A">0: the time interval taken into account is the period of the last five years.
  1. Senior Research Associate:
  1. number of relevant credits (for relevant scientific discipline) >200 or A'>100 or A">50: the time interval taken into account is the whole period of the research activity, and
  2. number of relevant credits (for relevant scientific discipline) >150 or A'>50 or A">25: the time interval taken into account is the period from the last election.
  1. Research Councillor:
  1. number of relevant credits (for relevant scientific discipline) >300 or A'>150 or A">75: the time interval taken into account is the whole period of the research activity, and
  2. number of relevant credits (for relevant scientific discipline) >200 or A'>100 or A">50: the time interval taken into account is the period from the last election.

A', A" impact factors and the number of relevant credits are set out in the Rules on procedures for financing, co-financing, evaluating and monitoring the implementation of research activities.

 

2. Quality evaluation criteria

Article 9

(criteria)

In addition to the performance indicators specified in Articles 6 and 8 of these Rules, the scientific work of the candidate is also evaluated by a quality assessment criterion, so the candidate in the application separately presents the five most important scientific research achievements and the five most important socio-economic or culturally relevant achievements in the last five years or in the period since the last election.

When considering a candidate, the entire bibliography of the candidate entered in the SICRIS system is also used as a qualitative criterion.

 

IV. CONDITIONS, INDICATORS AND CRITERIA FOR ELECTION OF RESEARCHERS TO PROFESSIONAL RESEARCH TITLES

1. Conditions for election of researchers to professional research titles

Article 10

(terms and conditions)

The conditions are determined by qualitative and quantitative performance indicators.

In order to be elected to a professional research title, the qualitative performance indicators and the quantitative scientific and professional performance indicators of the researcher determined by these Rules must be met.
 

1.1. Qualitative performance indicators of the researcher

Article 11

(qualitative performance indicators)

To be elected to a professional research title, a candidate must meet the following minimum qualitative performance indicators:

  1. Professional Assistant
  • education acquired according to the second-level study programme or education that corresponds to the level of education acquired according to the second-level study programmes and is classified as level 8 in accordance with the Slovenian Qualifications Framework Act,
  • potential for research work.
  1. Senior Professional Assistant
  • education acquired according to the second-level study programme or education that corresponds to the level of education acquired according to the second-level study programmes and is classified as level 8 in accordance with the Slovenian Qualifications Framework Act,
  • successful research work that indicates the candidate's ability for independent research work.
  1. Senior Professional Research Assistant
  • education acquired according to the second-level study programme or education that corresponds to the level of education acquired according to the second-level study programmes and is classified as level 8 in accordance with the Slovenian Qualifications Framework Act,
  • professional and organisational skills,
  • at least six years of work experience.
  1. Professional Research Associate
  • education acquired according to the third-level study programme or education that corresponds to the level of education acquired according to the third-level study programmes and is classified as level 10 in accordance with the Slovenian Qualifications Framework Act,
  • publications in the scientific discipline,
  • professional and organisational skills,
  • at least six years of work experience.
  1. Senior Professional Research Associate
  • education acquired according to the third-level study programme or education that corresponds to the level of education acquired according to the third-level study programmes and is classified as level 10 in accordance with the Slovenian Qualifications Framework Act,
  • publications in the scientific discipline,
  • professional and organisational skills in managing larger groups (technology park, inter-laboratory project group),
  • successful coaching of younger associates in their speciality,
  • at least ten years of work experience.
  1. Professional Research Councillor
  • education acquired according to the third-level study programme or education that corresponds to the level of education acquired according to the third-level study programmes and is classified as level 10 in accordance with the Slovenian Qualifications Framework Act,
  • publications in scientific journals and important works in the field of development and application tasks (patents, studies),
  • professional breadth (a wide range of knowledge) and the ability to apply this knowledge to specific research problems,
  • professional and organisational skills in managing larger groups (technology park, inter-laboratory project group),
  • successful coaching of younger associates in their speciality,
  • at least 15 years of work experience.
     

1.2. Quantitative professional and scientific performance indicators of a researcher

Article 12

(quantitative performance indicators)

To be elected to a professional research title, a candidate must meet the following minimum quantitative scientific and professional performance indicators (prerequisites):

  1. Professional Research Associate:

a. number of relevant credits (for relevant scientific discipline) >30 or A'>0 or A">0: the time interval taken into account is the whole period of the research activity, and

b. at least 10 credits for professional performance or A3>0.2: the time interval taken into account is the period of the last five years or for A3 impact factor the last available data for the last five years.

  1. Senior Professional Research Associate:

a. number of relevant credits (for relevant scientific discipline) >60 or A'>20 or A">10: the time interval taken into account is the whole period of the research activity, and

b. at least 20 credits for professional performance or A3>0.5: the time interval taken into account is the period from the last election or for A3 impact factor the last available data for the last five years.

  1. Professional Research Councillor:

a. number of relevant credits (for relevant scientific discipline) >120 or A'>30 or A">15: the time interval taken into account is the whole period of the research activity, and

b. at least 40 credits for professional performance or A3>1: the time interval taken into account is the period from the last election or for A3 impact factor the last available data for the last five years.

A', A" impact factors and the number of relevant credits are set out in the Rules on procedures for financing, co-financing, evaluating and monitoring the implementation of research activities.

 

2. Quality evaluation criteria

Article 13

(criteria)

In addition to the performance indicators specified in Articles 11 and 12 of these Rules, the scientific and professional work of the candidate is also evaluated by a quality assessment criterion, so in the application the candidate separately presents the five most important scientific research achievements and the five most important socio-economic or culturally relevant achievements in the last five years or in the period since the last election.

When considering a candidate, the entire bibliography of the candidate entered in the SICRIS system is also used as a qualitative criterion.

 

V. CONDITIONS, INDICATORS AND CRITERIA FOR ELECTION OF RESEARCHERS TO DEVELOPMENT TITLES

1. Conditions for election of researchers to development titles

Article 14

(conditions)

The conditions are determined by qualitative and quantitative performance indicators.

In order to be elected to a development title, the qualitative performance indicators and the quantitative scientific and professional performance indicators of the of the researcher determined by these Rules must be met. Research and development activities include the development of new products, new technologies and transfer of research achievements to industry.
 

1.1. Qualitative and quantitative performance indicators

Article 15

(qualitative and quantitative performance indicators)

To be elected to a development title, a candidate must meet the following minimum qualitative and quantitative performance indicators:

  1. Developer
  • education acquired according to the second-level study programme or education that corresponds to the level of education acquired according to the second-level study programmes and is classified as level 8 in accordance with the Slovenian Qualifications Framework Act,
  • potential for development work.
  1. Senior Developer
  • education acquired according to the second-level study programme or education that corresponds to the level of education acquired according to the second-level study programmes and is classified as level 8 in accordance with the Slovenian Qualifications Framework Act,
  • successful development work that indicates the candidate's ability for independent development work,
  • at least three years of work experience.
  1. Independent Developer
  • education acquired according to the second-level study programme or education that corresponds to the level of education acquired according to the second-level study programmes and is classified as level 8 in accordance with the Slovenian Qualifications Framework Act,
  • professional and organisational skills,
  • at least six years of work experience.
  1. Development Associate
  • education acquired according to the second-level study programme or education that corresponds to the level of education acquired according to the second-level study programmes and is classified as level 8 in accordance with the Slovenian Qualifications Framework Act,
  • professional and organisational skills,
  • development results (patents, innovations),
  • at least three years of work experience in research and development or at least 20 credits (relevant number of credits) obtained on the basis of quantitative bibliographic indicators and scientific as well as professional performance criteria set out in the Rules on procedures for financing, co-financing, evaluating and monitoring the implementation of research activities,
  • at least six years of work experience.
  1. Senior Development Associate
  • education classified as level 9 in accordance with the Slovenian Qualifications Framework Act,
  • professional and organisational skills in project management,
  • development results (patents, innovations),
  • at least six years of work experience in research and development or at least 30 credits (relevant number of credits) obtained on the basis of quantitative bibliographic indicators and scientific as well as professional performance criteria set out in the Rules on procedures for financing, co-financing, evaluating and monitoring the implementation of research activities,
  • at least ten years of work experience.
  1. Development Councillor
  • education acquired according to the third-level study programme or education that corresponds to the level of education acquired according to the third-level study programmes and is classified as level 10 in accordance with the Slovenian Qualifications Framework Act,
  • professional and organisational skills in managing the most demanding projects,
  • excellent developmental results,
  • successful coaching of younger associates in their speciality and successful mentoring,
  • at least 15 years of work experience in research and development,
  • at least 40 credits (relevant number of credits) obtained on the basis of quantitative bibliographic indicators and scientific as well as professional performance criteria set out in the Rules on procedures for financing, co-financing, evaluating and monitoring the implementation of research activities.
     

2. Quality evaluation criteria

Article 16

(criteria)

In addition to the indicators specified in Article 15 of these Rules, the scientific and professional work of the candidate is also evaluated by a quality assessment criterion, so the candidate in the application separately presents the five most important scientific research achievements and the five most important socio-economic or culturally relevant achievements in the last five years or in the period since the last election.

When considering a candidate, the entire bibliography of the candidate entered in the SICRIS system is also used and observed as a qualitative criterion.
