Pursuant to Article 12 of the Research and Development Activities Act (Official
Gazette of the Republic of Slovenia no. 22/06 Research and Development Act,
Consolidated text 1) the Decision on establishing the Public Research Agency of
the Republic of Slovenia (Official Gazette of the Republic of Slovenia no.
123/03), Articles 7 and 9 of the Rules for (co)financing prominent researchers
from abroad (Official Gazette of the Republic of Slovenia no. 53/2006) and on
the basis of the Guidelines of the Ministry of Higher Education, Science and
Technology of the Republic of Slovenia no. 630-25/2006/1 and the Methodology no.
4302-53/2006-1 dated 4 July 2006, the Slovenian Research Agency, Tivolska cesta
30, 1000 Ljubljana, hereby announces the following
Public tender for (co)financing prominent researchers from abroad in 2006
- Name and address of the user of budgetary funds:
Slovenian Research Agency,
Tivolska cesta 30, 1000 Ljubljana (hereinafter: the Agency).
- Subject of the
public tender:
The subject of the public tender (hereinafter: the Tender) is the
(co)financing of prominent researchers from abroad (hereinafter: Foreign
Researcher), for the period from three months to one year with the aim of
enabling them to work together with Slovene researchers and achieve results of
such quality that it will be possible to publish them in at least one
international scientific journal ranking in the top quarter in its scientific
field in terms of the impact factor.
The Agency (co)finances the co-operation of Foreign Researchers with a
Slovene researcher or researchers by providing funds for the payment of their
research work and for the reimbursment of travel expenses from the Foreign
Researcher’s country of residence to the Republic of Slovenia and back.
For the payment of the work performed by Foreign Researchers, the Agency
shall provide funds for the payment per class A research hour in accordance with
the applicable provision on norms and standards for determining the amounts
allocated to the implementation of the National research and development
programme.
- Indicative budget of the public tender:
The planned amount of funds for this tender is SIT 40,000,000 (EUR 166,917)
for the (co)financing of eight researchers.
- Conditions for performing the subject of the public tender:
The tender is
open for research organisations and natural persons (hereinafter: the Applicant)
who propose the candidates for Foreign Researchers to co-operate in the research
with a Slovene researcher or researchers (hereinafter: Foreign Researcher
Candidate). Foreign Researcher is a foreign citizen who lives and works abroad,
a Slovene citizen who has lived and worked abroad for at least five years or a
foreign citizen of Slovene origin who has lived and worked abroad for at least
five years. The application must be co-signed by a foreign researcher.
The Applicant must submit the following to the proposal for a Foreign
Researcher Candidate:
- name(s) of Slovene researcher(s) with whom the Foreign
Researcher will co-operate in the research,
- indication of the type of
publication (five journals) in which the results obtained in the joint research
of Slovene and Foreign Researcher(s) would presumably be published; and
- the
framework programme of co-operation by the Foreign Researcher, based on the
provisions of Article 21 of the Rules for (co)financing prominent researchers
from abroad (Official Gazette of the Republic of Slovenia no. 53/2006,
hereinafter: the Rules).
The participation of foreign researchers in distinctive research organisation
will be (co)financed if all the conditions stipulated by the framework programme
of a Foreign Researcher submitted by the Applicant (Article 21 of the Rules) are
met.
When proposing Foreign Researcher Candidates, the Applicant must consider all
the conditions and criteria laid down by the tender and the Rules.
- Criteria for selecting the applications for (co)financing:
The Applications will be evaluated according to the procedure and method
defined by the Rules. The evaluation conditions and criteria for selecting
foreign researchers are defined in the Rules while the method of evaluation is
laid down in the Methodology for evaluating the applications with quantitative
criteria and the method of determining the amount of funds for the (co)financing
of Foreign Researcher (hereinafter: the Methodology), which is an integral part
of this tender documentation (enclosure). Foreign Researchers shall be
classified on the basis of the cumulative number of points per each individual
criterion (see Methodology).
- The period of (co)financing:
The Agency will (co)finance the participation of Foreign Researchers for the
period of 3 months. The starting date for the launching of the subject of this
public tender is 1 October 2006. The period of implementation of the subject of
this public tender shall be from 1 October 2006 to 31 December 2006.
- Method, form of application and deadline for submitting applications:
7.1 The Applicant shall apply to the tender in accordance with the tender
documents. The Application must contain a completed and signed Application Form
A (ARRS-TURAZ/A-2006) and
a separate enclosure (the programme of work of the
Foreign Researcher
ARRS–TURAZ/B-2006). The Application must be submitted in
2 copies (in the Slovene language).
7.2. Written applications with all the required documents and the note: “Do
not open, Application for the Public tender for (co)financing of prominent
researchers from abroad in the Republic of Slovenia in 2006” must be submitted
in closed envelopes with the Applicant’s address, directly to the Main Office of
the Agency, or sent by mail to the following address: Javna agencija za
raziskovalno dejavnost Republike Slovenije, Tivolska cesta 30, 1000 Ljubljana,
until incl. Friday 25 August 2006, twelve noon. An application submitted in due
time shall be an application sent by registered mail to the address of the
Agency by Friday 25 August 2006, twelve noon.
7.3. The Applicants must send the Application Form A (in the Slovene and the
English language) by e-mail to the following address:

until incl. Friday 25 August 2006, twelve noon.
7.4. The written application must be accompanied by a statement that the
application submitted by e-mail is identical to one submitted in hard copy. An
application shall be submitted correctly if sent in due time and in both
prescribed ways, i.e. hard copy and e-mail.
- Date of opening the Applications:
The Commission for the opening of
applications shall open all Applications delivered in due time and marked
correctly on 30 August 2006 at 1 p.m. at the registered office of the Agency,
Tivolska cesta 30, Ljubljana. The Commission shall not consider the Applications
that have not been delivered in due time and marked correctly; these shall be
returned to senders unopened.
- Deadline in which the Applicants will be
informed of the results of the public tender:
The Applicants will be informed of
the selection of Applications by 15 September 2006.
- Place, time and name of
the person where those interested can obtain the tender documents:
10.1 The
tender itself and all the application forms are available on the Agency’s
website (www.arrs.gov.si/sl/razpisi) and the Applicants will be able to collect
them from the day of announcement until the deadline for submitting the
Applications at the Agency, the Department of International Cooperation [enota
za mednarodno sodelovanje], Trg OF 13, Ljubljana.
