European Commission and a Group of RFOs Preparing a “Plan S” on Open Access

(11. 7. 2018, Toulouse) European Commission and a group of research funding organisations (RFOs), members of the Science Europe are currently preparing a so called “Plan S” on Open Access. The plan foresees decisive measures for advancement towards the Open Access of scholarly publishing by 2020. Concretely, the plan envisages that by January 1 2020, all scholarly publications resulting from public research funding must be published in Open Access journals or on Open Access platforms. On the Commission’s side, Robert-Jan Smits, Senior Advisor on Open Access within the European Political Strategy Centre at the European Commission is heading the development of the “Plan S”.

In this regard, Carlos Moedas, European Commissioner for Research, Science and Innovation, and Marc Schiltz, President of Science Europe met in Toulouse, at the side of the ESOF 2018 (EuroScience Open Forum). Marc Schiltz expressed his full support to the ambitious vision for Open Science and thanked the Commissioner for his support since having the EC and Horizon Europe as part of this concerted effort is crucial in order to unlock Europe’s research from behind paywalls once and for all.
