Rules on the Criteria for Establishing Compliance with the Conditions for being the Head of a Research Project
I. GENERAL PROVISION
Article 1
(Subject matter)
These Rules stipulate the criteria for establishing compliance with the
conditions for being the head of a research project.
II. CRITERIA FOR THE HEAD OF A RESEARCH PROJECT
Article 2
(Criteria for establishing compliance with the
conditions for being thehead of a basic research project)
(1.) The head of a basic research project shall comply with the conditions
for being the head of a research project as stipulated in the second indent of
the first paragraph of Article 29 of the Research and Development Activity Act
(Official Gazette of the RS, No. 22/06 - official consolidated text, 61/06 -
Societies Act-1, 112/07, 9/11 and 57/12 - Supportive Environment for
Entrepreneurship Act (ZPOP-1A); hereinafter: Research and Development Activity
Act), if:
- he or she has achieved at least 100 points from scientific publications
specified by the secondary regulation of the Public Research Agency of the
Republic of Slovenia governing research performance indicators (hereinafter:
secondary regulation governing research performance indicators) in the past
five years. At least one publication must be in category 1. A, B, C or in
category 2. A or 3. A, B for the social sciences and humanities;
- he or she evidences citations in the SICRIS system, taking into
consideration citations of scientific articles for which there is a full
bibliographic entry in the databases used for evaluating citations and
specified in the secondary regulation governing research performance
indicators. For the social sciences and humanities, he or she can evidence
citations in scientific publications specified in the secondary regulation
governing research performance indicators. The cited work must be scientific
work as referred to in the secondary regulation governing research
performance indicators. The citation must have been published in the last
ten years. Self-citation shall not be taken into account. Works cited in the
period of the last ten years can be published earlier;
- he or she evidences the minimum score from scientific publications (A1)
and documented cooperation with other financers (A3) in the last five years
and the minimum number of pure citations in the last ten years.
(2.) The head of a basic research project shall comply with the conditions
for being the head of a research project as stipulated in the third indent of
the first paragraph of Article 29 of the Research and Development Activity Act
if he or she:
- has successfully completed research projects or programmes;
- can demonstrate his or her competence in organising or cooperating in
the organisation of the work of an individual (e.g. graduate students, young
researchers), a group or an event (e.g. organising expert meetings); or
- can demonstrate that he or she has led an organisational unit (e.g. a
research group, a laboratory).
(3) The minimum score and the number of pure citations referred to in indent
3 of the first paragraph of this Article shall be specified in the assessment
methodology for individual assessment procedures adopted by the Scientific
Council of the Agency (hereinafter: the methodology governing application
assessment) on the basis of the Articles of Association of the Public Research
Agency of the Republic of Slovenia.
(4) If the researcher has recently not been employed or self-employed in
research, instead of the last five year period, the last interval period that
includes a five-year period of employment in research may be taken into
consideration in establishing fulfilment of the criterion referred to in indent
1 of the first paragraph of this Article. The considered period referred to in
indent 1 of the first paragraph of this Article shall be extended in cases of
used leave arising from parental protection insurance, documented leave due to
illness or injury, or for other cases of absence specified in the regulations on
health insurance and employment outside of research exceeding three months. The
use of parental leave in the form of partial absence from work shall not affect
the extension of the period under consideration.
Article 3
(Criteria for establishing compliance with the
conditions for being the head of an applied research project)
(1.) The head of an applied research project shall comply with the conditions
for being the head of a research project, as stipulated in the second indent of
the first paragraph of Article 29 of Research and Development Activity Act, if:
- he or she has achieved a least 40 points from scientific publications
specified in the secondary regulations governing research performance
indicators in the last five years.
- he or she evidences citations as specified in indent 2 of the first
paragraph of the preceding Article or evidences the application of his or
her own research in practice (patents, implemented technologies, computer
programmes sold, the elaboration of important facilities or products, etc.;
COBISS types 2.02, 2.03, 2.04, 2.06, 2.07, 2.12, 2.13, 2.14, 2.15, 2.16,
2.17, 2.20, 2.21 and 2.24) or evidences work on a nationally significant
scientific corpus or collection.
- he or she evidences the minimum score from scientific publications (A1)
and documented cooperation with other financers (A3) in the last five years
and the minimum number of pure citations in the last ten years.
(2.) The head of an applied research project shall comply with the conditions
for being the head of a research project, as stipulated in the third indent of
the first paragraph of Article 29 of Research and Development Activity Act, if
he or she fulfils the criteria specified in the second paragraph of the
preceding Article.
(3) The minimum score and the number of pure citations referred to in indent
3 of the first paragraph of this Article shall be specified in the methodology
governing application assessment.
(4) If the researcher has recently not been employed or self-employed in
research, instead of the last five year period, the last interval period that
includes a five-year period of employment in research may be taken into
consideration in establishing fulfilment of the criterion referred to in indent
1 of the first paragraph of this Article. The considered period referred to in
indent 1 of the first paragraph of this Article shall be extended in cases of

Article 4
(Criteria for establishing compliance with the
conditions for being the head of a post-doctoral research project)
(1) The head of a post-doctoral research project (hereinafter: post-doctoral
researcher) shall comply with the conditions for being the head of a research
project as specified in the second indent of the first paragraph of Article 29
of Research and Development Activity Act if no more than three years have passed
since the defence of his or her doctoral thesis and he or she evidences at least
one scientific publication (also in co-authorship as the first author), as
specified in the secondary regulation governing research performance indicators,
and he or she has achieved the minimum score from scientific publications (A1)
and documented cooperation with other financers (A3) in the last five years and
the minimum number of pure citations in the last five years and the minimum
number of pure citations in the last ten years.
(2) The minimum score and the number of pure citations by discipline or field
shall be specified in the methodology governing application assessment.
(3) If a post-doctoral researcher has used leave arising from parental
protection insurance, taking into account one year per child, the period from
the defence of his or her doctoral thesis shall be extended beyond three years.
The same shall apply to documented absences due to illness or injury or other
cases of absence specified in the regulations on health insurance, as well as
for employment outside research exceeding three months.
(4) A post-doctoral researcher shall comply with the conditions for being the
head of a research project determined in the third indent of the first paragraph
of Article 29 of the Research and Development Activity Act by submitting a
statement by the applicant on fulfilment of the conditions with the application
to a public call.
III. FINAL PROVISIONS
Article 5
(End of validity)
On the day these Rules enter into force, the Rules on the criteria for
establishing compliance with the conditions for being the head of a head of a
research project (Official Gazette of the RS, No. 41/09 and 72/11) shall cease
to be valid.
Article 6
(Entry into force)
These Rules shall enter into force on the fifteenth day following their
publication in the Official Gazette of the Republic of Slovenia.
